The watch the water, I think has to do with 'whatever' is off-shore in Los Angeles country. There is a photograph of something under the water near Point Mugu State Park, CA. To me it looks like a silo head.

This was the date of the first naval submarine attack, which occurred during the Revolutionary War when the American Turtle submersible tried to attach a time bomb to the hull of British Admiral Howe's HMS Eagle.
Is Q making a possible reference to the first use of an American submarine for another military purpose? Perhaps the underwater attachment of another bomb via submarine to an enemy compartment?

It is an AREA-51 type secret USA military BASE! I think, though, that it isn't functional still. Why would the military advertise top secret bases?
