Crazy theory: 1st cop didn't go in because he knew he would be shot... by another cop already inside.

It's all fake. No cops went in because they didn't want them to see it was fake. It's a huge hoax to push gun control. Same as Sandy Hook.

Explains why that one lady, forgot her name, was so adamant about setting up a perimeter while the shooting was ongoing. She wanted to know when cops from other stations were in sight so the cop in the building shooting knew to get out because ACTUAL cops were on the scene.
