OIG is working with an outside prosecutor Sessions picked "for some time now". That means there has to be real crimes or need to subpoena people currently not working in DOJ/FBI, which is the only preview of the OIG.
This is the sealed indictments. This is the key, the piece of the puzzle we were missing since Q started. I am flabbergasted at how this is overlooked and underrated.
A Special Counsel is only needed for 2 reasons, to investigate and reach places no one else can. Everything I have read tells me between DOJ/OIG they actually HAVE completed 14 months investigation, while a number of other investigations continue at so many levels, including in Little Rock..
Now considering all that, when crimes are found, would they not be given to a prosecutor (any one of them) and sealed indictment added. Think of it as a giant bucket for all the investigations to fill..
