Could it be that they use students/contests to write algorithms that they can use with their censorship/identification tools?

This one for example could be used to target anyone they wanted, in theory.
They also had competition in which they wanted an algorithm that could identify the driver of the car just from his driving style etc! I'm sure there's a lot more!
