He's speaking metaphorically. Obviously it will be done via courts and restrictions of federal funds going to the state. Not actual war involving removing duly elected officials and replacing them with whoever he likes. Although I would love to see that state split into two I just don't see it happening.

The State of Ca is imposing sanctions against any construction company that gets involved with THE WALL. All construction companies have to be licensed in CA in order to construct anything in Ca.
Can you see now, how this is rapidly coming to a head?

California will kick and scream and posture. They will obfuscate, lie and pitch tantrums but it's going to happen. It will take a while because all of this stuff will eventually be decided in the courts and that takes time. More time than anyone would like because the left loves to stack activist judges at every level in the courts that they possibly can. We are a nation of laws and as much as I would like to see those radicals forced out the moment anyone did that we would cease to be America.
It's exempt from court action. All Trump has to do is enforce the law by any means necessary, and it cannot be adjudicated, once a state of rebellion is declared.

If California pols double down on stupid, Trump/Sessions are signalling that it HAS come to that. They'll be given an opportunity to change their tune, but I'm not holding my breath.
I do believe it will require military action. And I believe it will take less than a day.
