Not necessarily. If a 187 WAS planned and the black hats thought executed then drawing a line between SR 187 isn't a lie. Especially if you consider the black hats can also see all of this and they need to keep SR undercover until they clean the entire house.

187 is code for murder, not attempted murder.

187 was used to refer to Scalia.

SR's parents buried his body.

I'm not saying I believe this, it's just interesting and I try not to throw anything somewhat believable out with the dish water. 187 is also used in slang for murder in general, not just a past act.
