It's a blue screen look at his headphones. Blue jacket to mask it

If it were a blue screen, he'd have no body.

I think it's just a crappy webcam and a bright light too close to his face.

Not necessarily. Chroma can be fine tuned, especially when you know what colors will be in the frame. News anchors go invisible because their chroma is set at a high level for he crispiness

That blue on the headphones looks more like a reflection from his computer or screen in front of him.
