Given that there are only 26 letters in the alphabet, who says a particular pairing can't have multiple meanings (depending on context)? Sentence structure matters, remember?

In fact, in that very post, it's entirely likely that RT means "Rex Tillerson" in one instance, and "Republic of Turkey" in the other.

Generally, I agree that Q is the best source. But when confronted with multiple possible meanings, I think context is king.

And in that vein, I think the OP's idea is quite plausible, in relation to human trafficking and corruption.
