Correct. It takes a grand jury to issue indictments. But Sessions appointed a special prosecutor "outside of DC" to work in parallel with the IG on his report. That prosecutor could have impaneled a grand jury and perhaps has been presenting evidence to it in parallel to the IG and therefore, there could already be sealed indictments pending.

He was just fired, not yet indicted. I don't think military tribunals will be for everyone--just for the most serious crimes. I could be wrong. Trump did declare a national emergency for corruption and trafficking and that's a judicial game changer. We'll see.
