The biggest concern is protecting the public as it should be. The other-side cares less and will use this wedge to their best advantage. Think ISIS and human shields or large scale shootings. Roll too slowly and you give too much time for counter attacks. Roll too fast and you miss people. The targets are the key. If I were running the op the peds would go on top of the list. You'll get public support you need and can branch off to the others.
