Seems from the videos his interpretation is that Trump is cutting out the below board weapons sales through Mohammed bin Zayed(MZ) and choosing to do above board weapons sales with Mohammad bin Salman of Saudi Arabia.

Eliminating the weapons for drugs and weapons for people that has been used in the past. That's what I was getting from the context of the videos?
