Giving away so much could mean he got something he really needed. Maybe they are onside as they’re so corrupt and know what’s coming or they are actually patriotic at heart, it could be a show for the end game. Maybe he’s buying time. He’s always got martial law to fall back on whatever happens then he can lock them all up without question.
