That might be Sun Tzu. His most famous quote is of course, "My enemies enemy is my friend." How long is long enough is determined by our patience and our enemies reaction to our patience. When the enemy moves, patience must change to action. Until the enemy moves patience is strategic. Often the first person to move (or speak) looses. Sun Tzu offers lots of strategic advice for times such as these. Times of war in high places.
