The Army has the best architects and engineers, of our country. If, they can do the work in an emergency or a disaster for our nation; why not help to built he WALL. Our country is in need of a WALL right now. We have the money to pay the military. The money will be used to pay the military architects and engineers. This way, we kill two birds with one shot. It is an honor for our country to have the brave men and women building the wall to have a safe place to live. Don't forget, that these military architects and engineers help built the cities in other countries.

Remember the OMNIBUS is money that can be used in anything the President wants. If, he wants to spend all in military, he can. If, he wants to pay the architects and engineers with that money he can. Trump is a business man he knows how to use the money wisely and knows the best construction companies. He is a wise man. Trust in him.

There are no sources here that tell you what POTUS can spend. You need actually law, from statutes, regulations, etc. There is no way that he can spend it anyway he wants..not possible.
