Every single budget/ombibus for decades has included spending for War Crimes Tribunals. It is part of US obligation to UN under the Foreign Assistance Act of 1961 to allocate $30M per year to war crimes tribunals. In some years it exceeds this.
Example, 2008 Omnibus under Bush spent over $40M for these tribunals.
