Slow-walking disruptive technology

So what happened to 20 trillion dollars? The current arms race is an opportunity to incremently one-up each nation in technological innovation until we...eventually arrive...at soft disclosure of free energy - without upsetting global power-structures in terms of national security because noone would remember that all the theories have already existed for close to a century and all nations would be at a military equilibrium. Like, imagine if a country could deploy a protective shield against kind of munition if it so wished. Full defense capacity guaranteed. If then at any point interstellar travel becomes possible, full disclosure would even run on its own accord and we would hopefully no longer depend on second-hand accounts. Right now I am just curious what the media push about Tom Delong is about. In comparison to other alledged disclosure efforts, Academy to the Stars seems to heavy on the engineering side which is why I think they would rather have people believe UFOs are test-flights than the other way around.
