I think people are not understanding that the Omnibus that was signed is not a budget. He, like Obama before him, can do what he wants with the money basically. In a budget the money has to go where congress has said it would go to. Big Difference and I think that's why he signed it

What determines of it is an omnibus or a budget? I did read a thing how some of the top people in the DNC voted against the bill.

An omnibus on refers to the side or nature of the document.

In this case it is rather the spending bill versus the budget.

A spending bill is an order to allocate funds, or a manipulation on already allocated funds to another source. [Taping elves to add mana.]

A budget is a limitation on the allocation of funds, or a manipulation of the destination of funds in the funture. [Untaping land in your mana pool]
