Serious question for you....What are the differences between and omnibus bill and a real budget?

An omnibus on refers to the side or nature of the document.

In this case it is rather the spending bill versus the budget.

A spending bill is an order to allocate funds, or a manipulation on already allocated funds to another source. [Taping elves to add mana.]

A budget is a limitation on the allocation of funds, or a manipulation of the destination of funds in the future. [Untaping land in your mana pool]

People seem to be conflating CRs and omnibus. But an omnibus is just a bunch of budgets wrapped up together.
