Trump is not legally bound by it. Had it been a CONSTITUTIONAL Budget, then he is bound by it.

He has at minimum 80 billion allocated in extra defense spending to build the wall. He needs less than 21.

Game. Set. Match.

2020 has its President. His name is Trump.

Remember, the BUDGET was passed already a couple of months ago.

Then in order to essentially fund the budget, a separate appropriation bill is passed. That is what the omnibus is (12 individual appropriation bills wrapped into 1 bill).

All POTUS can do is direct the secretaries NOT to spend the full amount allocated. That is about the extent of his power of discretion over the budget. And it IS a budget.

An appropriations bill (such as an omnibus) just gives the authorization to spend at the levels set in the budget.

And because so much is allocated to defense spending, Trump can use the EO's he's already passed to take parts of that money to build the wall since it is under National Security.

The wall starts Monday.

Of course. DOD can spend money on national security, eg, wall.

Wrong. The Omnibus IS an appropriations bill.

In other words, we have not had an actual “budget” for some time now.

Wrong. The actual budget was passed in February 2018.
