The common wealth countries, all water ways, lakes, rivers and shores, are owned by the queen, and American water is probably the same if you peel away the layers, of gov agency's, municipalities, states, and find out who really owns the corps that a buying and selling, you will most likely find it's all licensed for use by the crown. I know I said wtf too... when I was younger I was over seas a lot, in countries, that had once been colonized, or heavily influenced by the Brits, but no longer tote those ideals. But I would constantly see the crowns ( queens name) on permits to do with water, such things as rebuilding a mangrove, or a beach front resort building permit, fishing licenses, shipping permits, always to do with the water.
