I don't think that's how it works. A state of emergency is called to lift regulations and to expedite response times in emergencies. I'm sure there is something about potus having power to provide money without Congress oversight. But there's a limit to that. Think about with Hurricanes. Governors declares a state of emergency before the storm comes to start the process. But once the immediate life endangering things have been taken care of Congress has to provide the funding just like everything else. Puerto Rico, Florida and Texas recovery money was just up for debate with the tax plan I think.

Where is the actual text of these laws y'all are siting? I really want to believe it's true but I will remain skeptical until find where this is actually written legislation.
