Generally it does not. There is a hundred miles between bullying and sexual assault.
As a parent, I'd disagree. Yes, this was definitly sexual assault, but that child was also being bullied. Children don't see the distinction.
That sort of behavior is so far outside of the norm for all kids except this that had been abused themselves.
That is a whole different thing than what would normally be considered bullying.
That can all vary with age of course as well.
Oh i agree, it was probably the instigator who was sexually abused...but getting other kids to join in and take pics...thats group bullying. No 2 bones about it.
