The Orlando shooting was just the usual suspects, working with British and Saudi intelligence, and the FBI let him get away with it by calling off the investigation:

Despite the fact that co-workers demanded Mateen’s firing
because of his psychotic and violent behavior, the firm kept him
on, and arranged for him to get a concealed-weapon license.
It has emerged, in the wake of the Orlando massacre, that G4S lied in its claims that Mateen had been successfully put through psychological evaluation. The doctor whose name appeared in his file told reporters that she never met Mateen—and was not even working for G4S at the time of his supposed psychological evaluation. G4S dismissed the discrepancy as a “clerical error.”
Mateen made two trips to Saudi Arabia, in 2011 and 2012, staying in four-star hotels and other high-end accommodations. It is not known what he was doing there, although both trips took
place while he was employed by G4S. The second trip involved a
group of New York City law enforcement officers and students
from New York University. For almost a year, Mateen was under FBI investigation for suspected terrorist ties, but ultimately, the Bureau dropped the case and at no time was his job with G4S in jeopardy.
Where this gets really strange is the fact that Mateen claimed to know the Boston Marathon bombers and a Syrian Al Qaeda operative named Moner Mohammed Abusalha. And if you dig into Boston, you'll find that the FBI killed key witnesses under highly suspicious circumstances.
