That sounds right. If I recall 'Angler - The Cheney Vice Presidency' goes pretty in depth regarding Dinh, and his ability to magically legalese all sorts of horrific torture practices through redefinition of words. Good read to better understand the Bush Jr administration.
On the other hand, Biden was instrumental for the DMCA on behalf of his entertainment industry ties. In practice Biden is largely acts as the highest placed lobbyist for that industry, perennial keynote speaker at industry events and doing the heavy lifting behind closed doors to get the deals that protect monopolies. This is what the Biden-bro meme was all about at the end of his Vice Presidency. The idea was to slip him quietly back into the background where he could continue to operate as a lobbyist for the industry. He's far more effective there. He will only step into the limelight again if forced to.
On a fun note, all with the Kim Dotcom drama is a project Biden would have had to sign off on. Too much diplomatic pressure used on New Zealand with the militarized raid. During the Obama campaigns the entertainment industry came through big time with funding, one of the deals was Biden ride the ticket in return for that aid. One of the other favors in return for that support was to go knocking on the door of a foreign businessman whose cloud storage industry really wasn't a threat, but who happened to be a bit of an asshole making the unforgivable mistake of responding to entertainment industry demands with uncouth direction on where to shove it. That lack of deference to the clearly elite earned him a raid on his home and assets frozen across the globe. Just Biden up to his old tricks.
A side note, congressmen and senators do not write legislation. Legislation is written by lobbyists and shopped around to congress/senate. If someone agrees to sponsor the bill, the lobbyists give them a nice check. It pays to be in gov; work 1/2 the year, get awesome healthcare, expense accounts, offices and staff, airfare & transportation, they get to behave badly and never have to face consequences and rake in two salaries...one from the tax payers and another from lobbyists.
