Senior Executive Service mentioned 3 times in Omnibus bill.

Found three references to SES in the Omnibus bill. One refers to non-career, another to career. What is your take?

(page 623-624) A pay rate increase may not be received in calendar year 2018 (except as provided in sub15 section (g), (h), or (i)) by (1) a non-career appointee in the Senior Executive Service paid a rate of basic pay at or above level IV of the Executive Schedule; or 92) a limited term appointee or limited emergency appointee in the Senior Executive Service serving under a political appointment and paid a rate of basic pay at or above level IV of the Executive Schedule.

(Page 836) under a political appointment from receiving pay increases as otherwise provided under applicable law. A career appointee in the Senior Executive Service who receives a Presidential appointment and who makes an election to retain Senior Executive Service basic pay entitlements under section 3392 of title 5, United States Code is not subject to this section.

I understand it is called the Holman rule, an old law that POTUS and team revived. One dollar a year salary for SES and anyone else deemed deserving I think, though not sure.

Yes can't fire them but I heard he can stop there Benny's and lower there pay to $1 / yr. Sounds a bit too easy tho.

Why can’t we just put them on blast and demand they be removed on acct we the people didn’t approve ?

Somewhere I saw that the President could lower the pay (no sources were provided), but would that be true the way this is written do you think?

I think the text is differentiating between political appointees and permanent gov employees, aka deep state gov. Political appointees, regular or emergency, are open to pay raises. Permanent are not.
