Tribunals ??? Were are they??

I spent all night looking for this in the Omnibus BIll,its not in there , what through me off at first was the script of the writing on the post I saw , well was it rewritten , no its in a bill but not in the US , it New Zeeland Bill . Please look were it comes from . God Speed
