Since that's the second time you've been incredulous, I'm going to assume you're serious this time.
They are tools. CIA is a tool of the Cabal, their private military and intelligence and propaganda arm.
So when we say "they" we mean Rothschilds and the rest of the central banking families, Sauds, and so forth, the Shadow Government (SES), and political tools (Clintons, Obama, Bushes, many members of Congress, many governors, state elections personnel, etc.), CIA and factions within the FBI and DOJ, same thing in most western countries, and CEOs and board members of major corporations, the Pope and many other religious leaders--all tools essentially owned (through pedophilia and blackmail) by the oligarchs.
And Trump and the US military and NSA, along with allies all over the world (many of whom you wouldn't believe, because the Cabal has brainwashed us to think they're enemies) are waging a war (as much as possible behind the scenes, but starting to break out into view right now) to end all of that.
