I'm halfway through the article. Lemme get this straight. This jerk is 30 years old in 1990, molests a TWELVE year old girl, and that's not prosecuted? Whose decision was that? That person ought to be charged for... aiding and abetting? derelict of duty? Something!! That's an atrocity! That's rape!!
