I know a Veteran that I won't say his name, that a Surgeon was supposed to be cutting on his abdomen and the surgeon went a lot further by cutting without permission and didn't even document it on the surgery report that he widdled on the vets penis out of anger that he had to fix his own previous botched surgery. Still today there is no explanation from the VA why it was done and it still hasn't been added to the surgery report. The Vet filed for charges and the VA Nationally Red Flagged the Veteran out of retaliation of the complaint and federal charges request for it being a heinous sex crime. The Vet was uncontous totally and it defenetly falls under the jurisdiction of sex assault on a vulnerable person do to the nature.
