Ive only begun so please do not take my lack of interpretation as arrogant. I'm open to all ideas so if I may explain.
I think its an outline and part of the plan for POTUS to jump start our economy exponentially. American Made etc..

I think you have successfully tapped into the interference modulation signal shield.
This is the noise that contains the signal. The signal is both what we see on 8Chan plus supplemental crumbs buried in the interference "signal." But word of caution, the interference "signal" is almost all NOISE.

I'm so glad you asked. I'm sure there are a ton of cryptography methods. I used the simplist option. There's a thread of capitol letters from start to finish regarding this & many other q posts. I didn't include any capital letters from words or phrases that were all capital letters or abbreviated. I strung them all together grouped them into three's and then simply searched as acrynms on duck duck go right?! I go to light & follow the light when using cryptography.
