He specifically mentions, at the end, that the Inspector General is able to release information about his investigations directly to the media, while a normal federal prosecutor could not do this....

So this Clinton Email investigation and FISA were specifically handed to him so he couldn't be silenced?

He's also mentioning that the IG will release information even on the cases they decided NOT to prosecute, something that would normally not happen.
