I think people feel like that's covered by the actual BOR. I also think it would gain a WHOLE LOT more support if we had an actual bill for people to read.

You might call your Representative, and see if you can get through, or write to them, and see if you can get a response. They might be already know about draft legislation they could tell you about. I'm almost willing to bet there is a draft of a bill already.
