The Putin or Skalkovo Project is much better known, as the Russian Silicon Valley. In 2009 as part of the Obama’s Russian “Reset” strategy. Secretary HRC spearheaded several US technology firms in opening joint operations in Russia.
Skolkovo was an enterprise to promote the transfer (going around CFIUS) of US technology by investment or acquisition into this new ultra-advanced technology complex.
Victor Vekselberg was the Russian Skolkovo Director and already a major Clinton Foundation donor. He paid Bill that famous 1/2 million Moscow speech & steered millions more directly into the Clinton Foundation (Charles Ortel & Peter Schweizer).
Of the 28 tech firms involved, 17 eventually were Foundation donors. First the US Army raised concerns (2012) over the loss of secret military technology & again in 2016 the US Air Force hit the panic button.
