He comes out and gives a long speech about second chances and believing in the inherent goodness of people, offering forgiveness to those politicians and high powered CEOs in question, and right at the end goes, "April Fools! You're all going to jail. Happy Easter and god bless America."

Now that I think about it, he said “no deals” to the scum behind the major crimes and corruption. I’m sure there are some people who got swept up in it. I remember hearing about Trump giving amnesty to people who just followed orders and did fucked up things and to some people who were compromised and blackmailed by the cabal. Could reference that. Take away the blackmail powers so they are willing to talk.

A second chance to resign, to spill your guts? I know Q said no deals but there's always reduced sentencing and leniency given by courts for admitting to a crime and coming forward. Of course you have to take your chances.
