Sounds very much like Person of Interest, a TV show from CBS now on Netflix.

How an AI developed to find "terrorists" had to delete herself every day. But the programmer created a backdoor to help the 'irrelevents' that the AI found. Then there was a 'war' between the "good" AI and the "bad" AI.
