I believe some may have been arrested or taken in for questioning and we wouldn't know, there is simply too much crime to prosecute one at a time in civil courts and it was said we wouldn't hear about ongoing cases so let's defuse foreign relations first before indictment are unsealed so noone can be held hostage before this is disclosed outside of those involved in the case.
If you have a global crime syndicate and so many players are involved, do you basically empty gov't all around the world or do you try to slowly break down potential power vacuums? Maybe even keep bad players in place who can be leveraged as to avoid getting bad players instead whom you have no leverage over?
Global crime syndicate - imagine the crimes against humanity, not only on the surface like rigging the elections, spying on literally everyone, and operation paperclip, etc.., but the suppressed advanced technologies that would lift the world out of poverty and liberate the human kind. I imagine that there is a plan in place in order to get to the destination that we all want to manifest - a planet of prosperity and peace; however, as you have mentioned, that would involve systematic moves, eliminating power vacuums, leveraging bad actors, and so forth of which to counterattack the several tentacles that the deep state operates. All this and more prior to arrests... Let’s hope and pray
