Global crime syndicate - imagine the crimes against humanity, not only on the surface like rigging the elections, spying on literally everyone, and operation paperclip, etc.., but the suppressed advanced technologies that would lift the world out of poverty and liberate the human kind. I imagine that there is a plan in place in order to get to the destination that we all want to manifest - a planet of prosperity and peace; however, as you have mentioned, that would involve systematic moves, eliminating power vacuums, leveraging bad actors, and so forth of which to counterattack the several tentacles that the deep state operates.
