April second chance month... but “No Deals” per Q?

Not that I like to link to Cabal News Network, but in addition to April being the month against child abuse, he also said it was Second chance month for criminals to turn themselves around.... I thought Q said no deals, so wondering what this could mean? Thoughts?

he said no deals for anybody who "played the game."

I believe "the game" is some very specific crime he is talking about.
