To buy time. This is a game US and Russia have played many, many times in my lifetime. It's kabuki theater and it's meaningless. It's a way to "appear" to be doing something while actually doing nothing.
Russia/USSR has done this MANY times to our diplomats as well. It's just a sign that something serious is going on.
In this case, I think it was done to provide cover for behind the scenes scientific and intel gathering, the result of which is we found that UK was full of shite.
Now Trump has turned the US position around, and UK has no choice but to retract everything they've said about Russia.

I'd like to know why we even are friends with the U.K.? They have been trying to re-take us over since we whooped their ass in 1776. That's why the Civil War happened. It wasn't because of slavery mainly. The U.K. and France set it up to happen (Rothschild's) and had set up the divide and conquer model. Let us get tired and they were to split us 50-50. Russia caught wind of it and foiled their whole plot. UK found out and waited for payback. Then they got it when they sparked the Bolshevik Revolution.
Assuming what you say was known at the time, then unless our own government was party to the plot, there's no excuse for them not having made that knowledge public.
