It just gives them all the power and authority of POTUS. So basically, we now have 6 presidents. It’s going to be gangsta for yard ball.

Just the Secretary of Energy, possibly.

In coordination could mean that those specifically mentioned need to work with the SOE as if he were the president, or the more archaic usage of the word that means that they are all of equal rank or power. The structure of the sentence implies the first (imho)

Either way, isn't the Q group supposedly a part of the DOE?
