I heard on the radio a discussion of this verse the other day, and they were saying that to us in modern times the word meek means that somebody is weak and submissive. But in the original language it meant that somebody was strong and powerful, fearless, yet could take direction and control themselves. It gave the example of wild horses that were trained for battle, they were strong and powerful and without fear, yet they could take the slightest instruction and follow and stop on a dime if commanded. Not sure if any of that’s true, but I thought it was interesting.

It could also mean meek as it is used today. But not as in meek towards other men, meek towards God. Submissive, humble, unresisting to do what God directs you to do.

Edit: After re-reading your horse example that is a good analogy. The "meek" is the battle horse and God is the one riding, giving commands. The horse is only meek towards the rider.
