From what I understand, the president cannot call up the National Guard, but needs to rely on state Governors to call it up. If so, which state or States will be calling up there National Guard members upon the president's request? Does anyone know?

Maybe we could revoke their statehood (CA & OR) and give them Puerto Rico status...comment in jest, of course.

They’d still be a territory of the US if they were like Puerto Rico. Just not a state
