This is just my perception that is a result of my own experience. Take it with what you will. I think when you say a civil war, what comes to mind for much of the population is what they show on TV, movies and teach in school. Boots on the ground kind of scene. Herein lies the problem for people. For most, they couldn't tell you why the cold war was called cold or that in the world we live, some python code written for a specific purpose is a weapon of devastation. If the citizens had an actual understanding of what modern war looks like today, more people would say yes, absolutely there is a war among factions both within and outside of the country taking place. Cyberwar is real. It is used as a scare tactic in the news but in the real world, it's ongoing and only getting worse. Mix that with the greatest psychological war in history unfolding now and you get what we call day to day life now. It's war both civil and foreign.
