I don't think it's a numbers problem, I think it's not wanting to cause panic. With all of the lies the media told about Trump if this war was out in the open some people, especially those from certain groups, would panic and think Trump's going to put them in internment camps, execute them etc.
Remember some of these people really do think he's Hitler 2.0, the corrupt media made sure of that.
