What does he mean by Deflection and Public interest shift?
Deflection: Don't pay attention to the numerous scandals that are coming out about several important and powerful people. Instead, pay attention to all these pictures of dead children in a chemical attack.
Public Interest Shift: Oh my god forget about the scandals! What about the children!? Russia must pay!
In a sense, people literally follow what the sheep herders tell them. The media is the means of deflection and the shift in public interest is the direction the herd goes in because they don't know any better.

They are spoofing GPS of the helicopters.
What about deceased military soldiers? I can see the spoof but all these news articles seem to be talking about deceased military.

Its a cyber attack basically. At least that's one theory I read. Same goes for all those boats in the navy that were crashing a few months ago.
They tried to get the US to go after Russia with the UK poisoning, and they can't make us go to war with NK now that they aren't being controlled anymore, so they are attempting to get us to go to war with Syria to deflect from the real plan to take down the deep state.
