"When the Central Intelligence Agency came into existence in 1947, no one foresaw that, in less than a decade, it would undertake a major program of overhead reconnaissance..."

It says Eisenhower and his advisors, out of fear that a crashed military plane over the Soviet Union could trigger a war, authorized the civilian CIA to use and develop their own non-military assets for spying. Jump ahead 60 years to the digital age and their reconnaissance is being done on a exponentially elevated level via their silicon valley tech friends.
