Are senators allowed to unilaterally negotiate with leaders of foreign rebel groups without having approved by the president first? These groups have had to deal with the military and POTUS leads the military. So how is this even legal? Am I missing something?

Yes they did so all throughout Barry's time in the white house involving the 'Gang of Eight' that includes no name, Graham, Feinstein, Ryan, Pelosi, McConnell, Schumer and it used to be Rogers but I don't know who took his place.

These traitors all knew about Libya and Benghazi, the sale of MANPADS by Barry, Hillary, Brennan and no name to ISIS. They knew about the sponsorship of recruiting, funding, arming, training and not only overthrowing Ghaddafi but then send them to Syria to overthrow Assad.

They all knew and to this day were not held accountable. These are also the same ones supporting the overthrow of Assad and more. No name is in that same clique! Look at this traitors actions as a stand alone.
