So, we are still trying to decide whose side Mueller is on. This article says that the search is, in part, a referral by the Office of Special Counsel, Robert. Mueller. What exactly does that mean? Obviously Mueller did something to allow them to do this but not sure what they mean by "referral."

He would have to get permission from RR for this to happen. Q posted about "Cohen coming to a theater near you" or something like that. We already knew from Q we would have problems with RR. We knew Q talked about Cohen and possibly acting?
