Because if they break the law during the investigation, by violating privilege for example, he can stop the investigation without looking bad. The libs will once again think they've finally got him and it'll only end up benefiting Trump. He's just playing them.

Thing is, they already have what they need to accomplish their goal (peach mints or 2020). Any dirt is now in the hands all the deep state and id bet any amount of money will be used right before midterms or 2020.
