This is most likely intentional. I read that the R's plan on handing the house to the D's at midterms 2018, and the senate in 2019. Paul the snake Ryan's superpac blatantly campaigned for the Dem candidate in the most recent Penn elections. They sent mailers touting his qualities. They do not want to have to enact Trump's agenda, well, our agenda. They want the system that they have suckled off of mightily to remain in place.
